"pre-monitor" rows predate the race monitor (started July 29, 2026): history is shown, but no speed claim is made for them. "≤ first check" means a site already displayed the report when our first probe of that cycle ran.
How this is measured
- The baseline is the CFTC's own timestamp - the
Last-Modifiedheader on its weekly flat file (Socrata's truth timestamp as fallback), never our detection time. - Our "live" moment is when the full site - every market page, CSV and the API - is verified as serving the new report through the CDN edge, not when the first byte arrives.
- Competitor times come from polling each site's public COT page every 5 minutes on Friday afternoons and reading the report date it displays. A competitor's time only counts when we observed the flip; anything else is reported as unknown, never guessed. 5-minute polling means their true time may be up to 5 minutes earlier than recorded - the error favors them, not us.

Why it matters: COT positioning is most useful in the window between the Friday release and the Sunday open. Data that arrives hours late spends that window stale. The email recap lands minutes after the release; the free API serves the new report the moment this page says "live".
